Philly’s Finest Tournament of Champions      
                         
Starting Game
1)     Offense will Start on the 40-yard line
2)     During pool play there will be a coin flip before each game for 1st possession. Single Elimination the higher seed will have the choice of starting on offense or defense (ex. 1 seed plays 16 seed, 1 seed has option of choosing to start on offense or defense).  
3)     Player is down when he is touched with one hand below the neck and above the waist
4)     QB will have a 4.0 second to throw, Refs will 3 chop and the 4th chop is the whistle
Teams, Coaches and game mangers  
1)     22 players are Maximum number of players to one team
2)     Players must remain on their sideline during their game
3)     Players and coaches respect the teams that are playing. Do not warm-up on opponents’ sideline
4)     Please police your own sidelines, keeping players back during the game and clean up all trash after your game (i.e. Gatorade/water bottles and any other trash)
5)     Maximum of 4 coaches per team  
6)     Coaches will be responsible for reporting and signing off the final game score to the game manger after each contest.
7)          One offensive coach and no more than 2 players can be on the field on offensive possession. (Players must be on 1 knee), 1st time is a warning 2nd time delay of game will be assessed (Which IS A Loss of Down)!  No defensive coaches cannot be on the field at any time!
Game Times and Late policy
1)     Teams must be onsite and ready to start on time. If a team is late or cannot start on time, the game clock will begin and whatever time is left on the clock will be where the game starts. The team that is late will begin on defense. If a team is late by 10 minutes or more, they will forfeit the game.
2)     POOL PLAY: Each game will have a 20-minute running clock. The clock will not stop for anything other than injuries. NO TIMEOUT IN POOL PLAY.
3)     SINGLE ELIMINATION: Each game will have a 20-minute running clock. The clock will stop under two minutes for incompletions and if a player steps out of bounds. ONE TIMEOUT PER GAME.
-     If a TD was scored and time runs out, game is over! You will not get to go for the extra point. The only untimed down will be if there was a penalty on the final play! As long time is on the clock, the ball can be snapped!  
Offense
NO RUNNING AT ALL!!!!!!
1)     Offense always starts on 40, with the option of using either hash. First downs will be at the 25- and 10-yard lines. Once the 1st down is achieved inside the 10 you will have 3 downs to score.
2)      Offense has 3 downs to gain a first down  
3)     Each team must possess a center to snap the ball, he is ineligible to catch a pass
4)     After a score the offense can go for 1 at the 5-yard line or 2 at 10-yard line, the offense may place the ball either on the hash or the middle.
5)     NO BLOCKING, THIS WILL RESULT IN PERSONAL FOUL AND LOSS OF DOWN!
6)     Fumbled Shot gun snap is a dead ball, and the ball will return to the original line of scrimmage. All other fumbles are dead where they lay.
7)     Offensive team is responsible for retrieving and returning the ball to the previous spot or the new scrimmage line
8)     All offensive formations must be legal sets. Receivers’ alignment should respect the tackle box.
9)     The 1ST player to receive the ball from the center is considered the QB and can NOT run!
No Blitzing allowed
Scoring
1) Six (6) points for a touchdown
2) One (1) point for a PAT from 5 yard line
3) Two (2) points for a PAT from 10 yard line
4) Two (2) Points for Defensive Stop on downs
5) Three (3) Points for Interception  (no runbacks or “pick 6”)
6) Turnover on a PAT is dead ball (including INT) No points given
- Official scores will be kept by field referee and sideline scorekeeper.
Penalties
Offense Penalties
1)     Off-sides = Loss of Down
2)     Delay of Game = Loss of Down
-     Each team will have 25 seconds to snap the ball once it has been marked ready for play; delay of game penalty will be assessed.
3)     Pass interference = 5-yard penalty and Loss of Down
-     No penalty may be assessed in excess of the 40 yard line. If a penalty would move the offense beyond the 40 yard line, the offensive team shall be charged with a loss of down.
-    
4)     Offensive team is responsible for retrieving and returning the ball to the previous spot or the new scrimmage spot. Clock does not stop and any delay by offense in retrieving and returning the ball TO THE REFEREE will result in a delay of game and will be a 5-yard penalty from the succeeding spot.
-     If defensive holding occurs on the same play as a sack, the defense will be penalized and the sack is void.
Defensive Penalties  
1)     Off-sides = 5-yard penalty
2)     Defensive Holding/ Pass Interference = will be a spot foul (1st down at the spot).
-     If Defensive Pass Interference occurs in the end zone, it will result in a 1st down at the 1-yard line.
3)     Any dead ball penalty on the defense AFTER a change of possession would result in a loss of down for that team’s offense when they begin their ensuing possession.
-     Responsibility to avoid contact is with the defense. The defense is allowed an INITIAL disruption, and then must cover. Excessive or prolonged contact will result in a “tack on” penalty at the end of the play (5-yard penalty).
-    
4)     Tackling or unnecessary roughness will be an unsportsmanlike penalty. Resulting in a 15-yard penalty, and subject to ejection of the player.
Tie Breaker/Overtime Rules
Any game that ends in a tie will result in sudden death. Sudden death will start with a coin toss; the home team (team that is listed 2nd on the schedule) will have the opportunity to call the coin flip. The winner of the coin flip will select if they want to start on offense or defense. The ball will be marked on the 40 yard line each team will have one play, the longest gain will win the game. The winning team will receive 1 pt for winning the over time. This format will follow for the entire tournament.
Tournament Seeding
All teams will be seeded for tournament play based on the Win/Loss record and points scored in pool play. The Formula we will use to seed the tournament is
1)     Record
2)     Head-to-Head Competition
3)     Points Scored
4)     Points given up
Fighting will not be tolerated
If a player throws a punch, he is ejected immediately and cannot return. If the teams bench clear and it results in a fight both of the teams are ejected and cannot return. No refunds!!!
Player swapping will not be tolerated
Players must remain on their original teams.  Once a team is eliminated from Tournament/Pool play that disqualifies those players on the losing team from further play that day! Organizations with multiple teams, once one of your teams is eliminated that disqualifies those players from participating in further play for that day. This will be monitored and if this occurs the team using the ineligible player will be immediately disqualified. No refunds!!!
