Breakthrough Summer League 7v7 Rules & Regulations
Game Field
● 50 yards total - 40 yards of game field + 10 yard end zone

Maximum Players on a team
21 players
Starting Each Game
Each game will start with a coin flip made by 1 captain from each team. Winner of the coin flip will have the choice of starting on offense or defense. The away team will have the call for heads or tails.
A horn will begin and end each game.
There will be a running clock of 25 minutes for each game (no halftime)
The game clock never stops, with the exception an injury or referee timeout
The game managers will keep the official score and time on the field for each game


Moving The Ball
Offense always starts on the 40-yard line after any change of possession. The referee's whistle will represent "Ready To Play" when the ball is spotted.
Ball MUST be snapped off the QB Tee. The QB can take the ball directly from QB Tee or a sub can be on a knee and snap the ball to QB from QB Tee.
The play clock is 25 seconds, starting on the game manager's spot of the ball.
Delay of the game is a loss of down!
The QB has 4 seconds to throw, (One-one thousand, two-one thousand, three-one thousand, Whistle instead of saying four seconds ), after the referee's whistle play results in a sack. Ball is placed at the previous spot.
The offense has 3 downs to gain a 1st down, markers will be at the 25 & 10 yard lines. There are 2 possible yardage based 1st downs available per drive. Any other resulting 1st downs would come from a Defensive Penalty. Once inside the 10 yard line (Goal
to-go), offense has 3 Downs to score a touchdown.
The offense is ALLOWED to run the ball with the Running Back or Jet Sweep on any down.
Offense (continued)
● Run plays allowed : Dives, draw's, sweeps, stretch, and toss. All run plays are limited to One exchange.
● There are no toss passes, flea flickers, reverses or any other plays with multiple exchanges. Results in loss of down.
● There are NO Quarterback runs ALLOWED
● FUMBLES (INCLUDING SNAP) are dead balls !!! the offense retains possession at the spot of the fumble. If the snap is fumbled the result is a loss of down from the original line of scrimmage.
● NO BLOCKING !! blocking will result in a personal foul (15 yard penalty), loss of down.
● Offensive Pass Interference will result in 15 yard penalty or and Loss Of Down or if the found is committed less than 15 yards for +40 ball will be returned to +40 and loss of down..
● For the PAT offense has the option to go for 1 or 2 points. 1 Point from the 5-yard line, 2 point from the 10-yard line. Offenses cannot run the ball on PAT. ● Only 1 man allowed in motion pre snap. If all other guys are not set on the snap, play will result in False start loss of down from the original spot.
Defense
● The defense is allowed 1 blitz per game (multiple player blitzes are allowed). There is no blitzing when the ball is at the 40 yard line.
● If a sack is made the ball is spotted where the sack occurred, if the sack occurs behind the 40-yard line, the ball will be placed at the 40-yard line.
● Jam or press coverage IS allowed.
● Defenders must tag underneath the neck, 1 hand touch.
Defense (continued)
● Interceptions are not returnable by the defense, if an interception occurs the defense receives 3 points and the ball.
● Defensive Pass Interference or Holding is a 15 yard penalty from Line of Scrimmage automatic first down .
● Unnecessary roughness is a 15 yard penalty from Line of Scrimmage automatic first down, that player will be removed from the game for 1 play. 2 unnecessary roughness penalties by the same player in the same game will result in ejection from that game.
Coaching Your Team:
● There will be one offensive coach allowed on the field at any time
. ● The coach must be positioned behind the offensive huddle.
● Coaches are not allowed to challenge any referee ruling.
● No defensive coaches allowed on the field.
● Coaches are responsible for sideline conduct of players and coaches at all times during game play.
Substitution:
● NO OFFENSIVE SUBS ARE ALLOWED TO BE BEHIND THE HUDDLE OR ON THE FIELD
● All substitutions will be required to come off the field onto the sideline before the ball is snapped
Penalties:
● Unsportmanslike conduct by player or coach will result in a 15 yard penalty and loss of down if on offense - 15 yard penalty and a first down if on defense.

. ● If a team blitzes a second time after using blitz, the result will be automatic first down, ball moved to the nearest first down marker.
● Unnecessary roughness against the offense will result in a 15 yard penalty and a loss of down.
● The offensive team is responsible for retrieving and returning the ball to the referee - any intentional delay of play will result in a delay of a game and loss of down.
● Blocking will result in loss of down and return to the previous spot . ● Offensive pass interference will result in a 15 yard penalty and loss of down.
● DELAY OF GAME IS LOSS OF DOWN!
● False start on offense is a loss of down, offsides on defense will result in repeat of down if offense chooses.
Miscellaneous:
● There are no time outs!
● Fighting, including pushing and shoving, will not be tolerated. If a player throws a punch they will be ejected immediately and will no longer participate in the league.
● Fighting, pushing and shoving, are at the discretion of the referee. Their ruling is FINAL.
Overtime:
There will be no overtime in pool play. Games will result in a tie if score is tied at the end of the game.
Playoffs:
● Any playoff game that ends in a tie will go to a tie breaker - there will be a coin toss at the beginning of the tiebreaker - with the home team calling the toss and the winner will choose to be offense or defense first.
In the first overtime there will be a coin toss with away team calling it.
Each team will get two plays starting at the 10 yard line to score. After the team scores they can try an extra point. If score is tied after overtime.
● Each team will have one snap from the 40 yard line.
● No blitzes.
● No runs allowed in OT
● Longest play from scrimmage wins in OT.
● If there is no completion - or the deepest completion is equal - the tie breaker will be repeated with the team that lost the initial coin toss making the decision to play offense or defense.
● This format will be repeated until a winner is declared.
● If  team blitzes in OT after using blitz in regulation it twill result in a 15 yard penalty and offense will receive the ball at 25 yard line with 1 play.
Point Value:
● Offensive touchdown = 6 pts
● Extra point from 5 yard line = 1pt
● Extra point from the 10 yard line = 2 pts
● Interception = 3 pts
Conduct:
Players and Coaches will be removed from league play for the following conduct:
● Fighting or excessive force
● Vulgarity or inappropriate harrassing of players, refs, coaches, and or spectators ● Unnecessary roughness
● No alcohol or weapons allowed
● Inappropriate equipment and/or uniform
