9U DIVISION (Playing at City View Park #1 and #2)
-10ft lead lines

-65ft bases/46 ft mound

10U DIVISION (Playing at City View Park #1, #2, and FC High School Softball Field)
-Plays straight up baseball following USSSA rules and to include: -Balks-1 warning per pitcher
-drop 3rd strike in effect
-infield fly in effect
-6 innings
-65ft bases/46 ft mound

11U DIVISION (Playing at City View Park #3 and #4)
-Plays straight up baseball following USSSA rules and to include: -Balks-1 warning per team (not per pitcher)
-drop 3rd strike in effect
-infield fly in effect
-6 innings
-70ft bases/50 ft mound

12U DIVISION (Playing at City View Park #2, #3 and #4)
-Plays straight up baseball following USSSA rules and to include: -Balks-no warnings

UMPIRES-pay at the plate
9U-12U: $55 a game
13U: $60 a game
Championship games (unlimited time): 9U-12U: $60 a game
13U: $65 a game

AGE
-Players must meet age requirement as stated in USSSA Rules (birthday as of May 1st)
-Any player found to be too old will result in an ejection of both player and manager for entire tournament, as well as, result in a forfeit of game being played.
-Birth certificates should be on hand and near the dugout.

PITCHING
-Pitch count/score sheets will be provided to the home team via the umpire-both coaches/ managers should sign off at the end of each game and turn into director table. Pitch counts should be tracked and the following limitations are in place:
-9u-12u: May NOT pitch more than 24 outs over the weekend
-13u: May NOT pitch more than 27 outs over the weekend

RUN RULE
-15 runs after 2 innings (13U after 3 innings) -12 runs after 3 innings (13U after 4 innings) -10 runs after 4 innings (13U after 5 innings) -8 runs after 5 innings (13U after 6 innings)

SUBSTITUTIONS
-Open defense (players do not have to bat to play the field)
-1 time re-entry when batting less than your entire roster. Must re-enter in same batting position. Once a substitute is entered in the batting line up, then removed on re-entry, that player is done for the game in the batting line up but can still play the field per the open defense rule).
-DH allowed.

COURTESY RUNNER
-Catcher may use the last recorded out as a courtesy runner if the entire roster is in the batting line up.
-Catcher must use a substitute for a courtesy runner if the entire roster is not in the batting line up.
-Other positions may not use a courtesy runner. However, if a substitute is available they can enter in for the runner and would need to enter in the batting lineup for that runner as a 1 time entry. 1 time entry rule is in effect.
TIME LIMIT** Teams should be ready 60 minutes prior to game start. 13U is on a time crunch so we need to be ready to go as soon as games end!!!
-Saturday Pool Play
-1 hour 45 minute time limit (9u-13u)
-No new after 1 hour 45 -Sunday Bracket Play
-1 hour 45 minute time limit
-No new after 1 hour 45
-Championship-no time limit. Game can last as long as needed and it is deemed safe to play by umpire crew if light becomes an issue.
**Teams are asked to promptly clean and clear out dugouts following games. This will allow the next team to get set up and ready to play. Teams are responsible for removing all trash and debris. There is plenty of space throughout the park for post game team meetings.

SEEDING
-Seeding will depend on division. Please see appropriate division bracket for Sunday seeding.
Seeding will be determined by:
1. Winning Percentage
2. Total wins
3. Head-to-Head
4. Run Differential
5. Runs Against
6. Runs For
7. Coin Flip

TIES
-Pool games can end in ties, but no ties in bracket play.
-International tie breaker rule is in effect after time expires or end of 6th inning or 7th inning (13u) during bracket play. Runner on 2nd, 1 out.

LINEUP
-Every team will turn in a lineup to their opponent prior to the start of the game. Any player found not on the lineup will be ejected from the game with the manager. It will also result in a forfeit of the entire game.

ROSTERS
-Teams should submit a generic roster the Thursday (Sept 7th) before the tournament starts. It should include player name, jersey number and birthdate. Laura@virginiablasters.com
-No players can be added to roster after the Thursday submission date. Players found to be added will be ejected from game.

BATS
-Bats must have USSSA 1.15 BPF stamp or USA Baseball Stamp.
-Bats on band list are not permitted.
-If an illegal bat is found player and manager will be ejected from the game and tournament. Game bat is found in will be forfeited.

BALLS
-Teams will supply baseballs for their games. Home team and visiting team should alternate providing balls if necessary. Baseballs should be carried over from game to game. If an umpire should run out of baseballs the teams playing will be responsible to provide baseballs for remainder of game. Teams will alternate providing balls, with the home team supplying the first one. If a team chooses to keep a Home Run ball they must replace it with one of their own unused balls.

EJECTIONS
-All ejections except age and bat will be 1 game ejections.

PROTESTS
-Only rules, equipment, and player eligibility are acceptable topics for protest.

RADIO COURTSEY
-If both teams are using music, the team warming up on the field will have rights until the pitcher throws the last warm up pitch. Hitting team will resume rights once this occurs.

PRIZES
-Prizes will be awarded to the first place and second place teams only in Gold brackets only. First place winners will receive Championship medals and team plaque. Second place will receive individual player medals. If no championship game is played, no awards will be provided.

CONCESSIONS
The city will provide food trucks for games at City View Park. Bathrooms are available. Bathrooms are available at Cape Henry Collegiate School (right next door to FC).

WEATHER/CANCELLATION POLICY
-0 games played a full refund minus $50 will be refunded -1 game played, 33% refund
-2 games played, 20% refund
-3 games played no refund (1 pitch constitutes full game)
-In the event of inclement weather we will do our best to preserve fields and get as many games in as possible. This may include an elimination format with less than the 3GG.
-If teams have played 1 or more games the top 2 teams will be awarded by way of tie breaker in order of record, points allowed, points scored, run differential, coin flip.
-Teams who played 0 games can not be considered for award.
-In pool situation where some teams have played 2 games and others have only played 1 game the second game will not be counted in the tie breaker. Top 2 from pool will be awarded.
-In bracket play the top two teams to advance the furthest will be declared champion and runner up by way of tie break. No awards will be presented if there is no championship game played.
-Refunds will not be given after the August 6th entry fee deadline.
