WARPIGS FOOTBALL- 2023 SUMMER LEAGUE RULES
EQUIPMENT REQUIREMENTS
**Headgear and mouthguards are recommended but not required**
GENERAL RULES
Field is approx. 53 yards wide and 40 yards long, not including the 10 yard end zone.
Teams of 8-12 players.
Absolutely no tackling or blocking.
Six players on the field on Offense. Seven players are on the field on defense. Too many men on the field will result in a penalty.
The offense will Start on the 40-yard line.
There will be a coin flip before each game for 1st possession.
The player is down when he is touched with one hand below the neck and above the ankle.
QB will have 3.7 seconds to throw. the clock starts on the snap of the ball. If the QB does not complete the throw in the allowed time. A sack is awarded to the defense. 5 yard loss with a loss of down.
Intentional grounding is permitted by the QB to avoid the sack.
Running by the offense is permitted one time per drive.
There are NO untimed downs with the exception of the extra point if a team scores a touchdown as the game time expires.
The defense is allowed one bump with the first 5 yards. After that, a defensive holding will be called and assessed.
The Field General can stop the clock to ensure the proper application of the rules outlined herein.
TEAMS, COACHES AND GAME MANAGERS
The maximum number of players on one team is twelve (12).
Players must remain on their sidelines during the game or behind the coach (5 yards back taking a knee) on offense.
Players and coaches respect the teams that are playing. Do not warm up on their sideline.
Please police your own sidelines keeping players back during the game and clean up all trash after your game.
Maximum of 2 coaches per team.
One Offensive Coach and no more than two players can be on the field (players must be on one knee) during play. 1st time is a warning 2nd-time a delay of the game will be assessed (5 YARDS PENALTY)!  No defensive coaches can be on the field at any time.
Coaches are responsible for their players and their sidelines and that includes parents and fans. Please set a good example so the rest can follow.
Yelling at referees will not be tolerated. Wether its from the coaches, players or fans. A five yard penalty will be assessed to the responsible team. (Bad calls are going to happen, lead by example)
Each game will have at least two (2) referees.
The Field Generals will be in charge of maintaining order during the game and ensuring these rules are enforced properly.
The Head Official will be responsible for yelling the score to both teams as points are awarded.
PLAYER ELIGIBILITY
Every participant will be required to check in at the registration table. Please arrive an hour before game time to allow time for the registration process.
ALL teams must have all players registered in Zorts in order to expedite the certification process. YOU MAY HAVE TO WAIT for teams that completed this process properly.
GAME TIMES AND LATE POLICY
Regular season games will last for 44 minutes. 22 minutes halves, with 5 minutes half time.  Playoffs round-robin games will last 25 minutes with the championship game lasting 44 minutes.
Running clock with no timeouts. (In case of injury the clock will stop at the discretion of the referee. Any stoppage by the referee will require the injured player to leave the field for a single play).
Please arrive at least 30 mins before the scheduled game time.
Teams must be onsite and ready to start on time. The game clock will start at the originally scheduled game time or the game time specified by the event Director.  Game times are final and you must be at the field ready to compete by game time.)
If a touchdown is scored and time runs out, the scoring team will be allowed an extra point attempt if they choose.
The head official will keep the time and will be located by the offensive huddle; The head official will blow the whistle to start the clock.
OFFENSE
The offense will start on the 40 yard-line. The first down will be at the 20-yard line. The offense has three (3) downs to gain a first down.  Once the 1st down is achieved inside the 20-yard line you will have three (4) downs to score.
Ball is placed where the player is touched.
A touchdown is rewarded when the ball crosses the Goal line.
A receiver must have one foot in bounds when making a reception
Only one player can be in motion at the same time
A play is dead when:
Player is touched by the opposing team.
Player’s knee touches the ground
Player steps out of bounds.
The offensive team may run once during a drive. On ANY DOWN (For example, they can run 1st 2nd, and 3RD if they choose). All forms of runs and handoffs are permitted. All runners must respect the tackle box.
Fumbled shot-gun snap is a dead ball (loss of down), and the ball will return to the original line of scrimmage.
All fumbles are dead where they lay.
The offensive team is responsible for retrieving and returning the ball to the previous spot or the new line of scrimmage.
No empty backfield. All offensive formations must be legal sets. Receivers’ alignment should respect the tackle box.
Shovel passes are allowed. Swing passes (Bubble passes) are allowed behind the line of scrimmage.
All offensive substitutions must enter through the back of the offense.
RUN PLAYS
Teams can run one time each drive, but the runner must run between the imaginary tackle box until past the line of scrimmage. Runs are not permitted from the 10-yard line and in.
NO empty sets at the youth level
 Backs must release from the offensive tackle position on out.  No releasing over the path of the interior lineman.
The 1ST player to receive the ball from the center is considered the QB and can NOT run. The 2nd player to possess the ball is the runner and is not allowed to throw or lateral the ball.
NO BLOCKING – THIS WILL RESULT IN A 5-YARD PENALTY FROM THE PREVIOUS LINE OF SCRIMMAGE AND A LOSS OF DOWN.
SCORING
Six (6) points for a touchdown
Extra One (1) point automatic.
Two (2) points for a PAT from the 10-yard line
Two (2) points for Interception (no runbacks or “pick six”). Offense will start at the 30 yard line instead of the 40 yard line.
Turnover on a PAT is a dead ball (including interception) and no points will be given
If there is an interception that occurs with no time on the clock, the defense will still be awarded two (2) points for the interception.
Official scores will be kept by the scorekeeper on the Field.
OFFENSE PENALTIES
If there is an offensive penalty at the 40-yard line, the Offensive team will be penalized with a loss of down and the first down is now at the 15-yard line.  
False Start = When a false occurs, the play is blown dead and a 5-yard penalty is charged to the offense and the down is replayed.
delay of Game = the play is blown dead and a 5-yard penalty and replay of the down. the teams will have 30 seconds to snap the ball once it has been marked ready for play; the delay of the game penalty will be assessed.
Too many men on the field will result in a penalty. 5-yard penalty and a replay of the down.  
Offensive Pass Interference = 5-yard penalty and Loss of Down.
The offensive team is responsible for retrieving and returning the ball to the previous spot or the new scrimmage spot.
Dead Ball penalties on the Offense assessed after the play would result in a 15-yard penalty. unsportsmanlike conduct.
Illegal motion (2 men in motion) – 5 yard penalty and replay the down
Blocking – ball is dead at the spot of the block and a 5 yard penalty
Stiff arm or Leaping – ball is dead at the spot
Unsportsmanlike conduct – 15 yard penalty (possible ejection – automatic ejection for 2nd unsportsmanlike)
DEFENSIVE PENALTIES
Off-sides = 5-yard penalty- replay the down.
Defensive Pass Interference = will be a spot foul (1st down at the spot).
Illegal Contact (Defensive Holding, Jams, etc.) = 5-yard penalty- and down over.
If Defensive Pass Interference occurs in the end zone, it will result in a 1st down at the one-yard line.
Defensive Pass Interference on an extra point is half the distance for the same amount of points. Ex. Going for two (2) from the 10-yard line, pass interference occurs in the endzone – the ball is moved to the 5-yard line, and if converted offense is awarded two (2) pts.
Any dead ball penalty on the defense AFTER a change of possession or TD would result in a loss of down for that team’s offense when they begin their ensuing possession.
The responsibility to avoid contact is with the defense.
Dead Ball penalties on the defense assessed after the play would result in a 15-yard penalty, or half the distance to the goal from the spot of the ball and an automatic first down.
Game CANNOT end on a defensive penalty!
Inadvertent tackle – 5 yard penalty (NO DOWN OVER)
Inadvertent tackle From Behind w/clear path to end zone – Automatic Touchdown
Palpably Unfair Act – when referee determines a palpably unfair act deprived a team of a touchdown, or a longer play, a touchdown will be rewarded, or a distance penalty will be determined by the referee after consultation with other officials.
UNSPORTSMAN LIKE CONDUCT PENALITIES.
ALWAYS SET A GOOD EXAMPLE
Unsportsmanlike conduct will not be tolerated from anyone involved in the league.  (Fighting, Rough play, verbal abuse, trash talking, etc. is cause for an ejection)
Tackling or unnecessary roughness will be an unsportsmanlike penalty (No Warning). Resulting in a 15-yard Penalty and AUTOMATIC  1st Down, and subject to the ejection of the player.
Diving at the legs of an offensive player will be considered unnecessary roughness.
Punting the Ball will result in a personal foul, if on a change of possession, the penalty will result in a loss of down and the ball placed on the 40yd line.
FIGHTING WILL NOT BE TOLERATED
If a player is involved in a fight and throws a punch, he is ejected immediately and cannot return to the tournament. If the team benches clear and it results in a fight both of the teams will ejected and cannot return. Each coach is responsible their team, fans, coaches, and players!
CELEBRATIONS
We encourage celebrations. However, we do not tolerate taunting. Keep it fun and keep it quick so as not to unnecessarily delay gameplay. If during a celebration your players pass the other team's hash, you will be penalized for taunting.
NOTE: Circling or touching players from the opposite team will result in a double taunting penalty plus two (2) points being awarded to the non-offending team. A second infraction may result in EJECTION.
TIEBREAKER/OVERTIME RULES FOR PLAYOFFS
Any Playoff game that ends in a tie will result in Overtime.
The referee will select a team to call the coin toss in overtime, at his/her discretion.
The winner of the coin flip will select if they want to be 1st   offense or defense.
The ball will be marked on the 10-yard line and NCAA overtime rules will apply. Each Team has three attempts at the end zone.
Only offensive scoring will count in overtime.
After the 1st overtime, both teams must go for two (2) points (spot ball @ 10-yard line) after a Touchdown.
*If a game goes into a 2nd overtime, the team that gets the ball 2nd in the 1st overtime will receive the ball 1st in the 2nd overtime.  3rd overtimes and the teams will switch again.
OVER TIME PENALTIES
All regulation rules and penalties apply.
