One offensive coach is allowed on field and huddle and must be five yards behind the QB at the snap
No defensive coaches on the field period.
Any coach that is overly aggressive or uses any physical force toward an Official or Staff Member or spectator will be removed from the event venue and not be allowed to return.
Coaches should have a good knowledge of the rules, as should their players.
Officials
Minimum 2 Officials per field. One at the LOS (R) and one deep (LJ/BJ). The R will keep the 4 second clock. If the QB holds the ball more than 4 seconds, it is a sack. 4 second count begins with the snap. LJ/BJ will keep game time.
There will be a Field Manager (game administrator) at each field.
Scoring
TD: 6 points
PAT from 3: 1 point
PAT from 10: 2 points
Turnover on downs: 2 points
Interception: 3 points
Pick 6: 6 points (plus extra point try)
R is to keep up with score and relay all scores to the designated recorder on field with point amount.
Game Times
Teams must be ready at designated game time. 2 points shall be awarded to the present team and the game clock should start on time. If 10 (pool play) or 5 (bracket play) minutes pass, the game is a 2-0 forfeit.
22 minute running clock during Pool games. 20 minute running clock on bracket play plus 2 minutes of NFHS time. During the last two minutes of bracket play, all completions must be advanced past the LOS or the clock will be stopped.
During bracket play only, each team will have one 30 second time out.
Overtime Procedure in bracket play only:
Higher seed chooses O or D.
1st and Goal from the 10 yard line. 3 plays to score.
Beginning with 3rd OT, all PATs shall be 2 point attempts.
1-30 second timeout per team in OT.
OT periods are not timed

Pool Play-Coin flip for Offense or Defense
Bracket Play-Higher seed gets choice
Possession always starts on 40 yard line
Hash marks will be used when the play is over outside of the hash marks
Offense can choose ball location for PAT
Defense can:
Initial jam. NO holding, hands to the face, slapping of the head, or throwing player down.
Offense cannot:
shove a defensive player to create separation. "Hand Fighting" is tolerated as per referee's judgment.
Center is responsible for marking the LOS. If a Center is not used, a QB tee shall be used and the QB is required to mark the LOS.
All formations must be legal. Receivers must have at least 3 yards of separation from the center to simulate the space between the snapper and offensive line.
No kicking or punting
QB cannot run with the ball.
No blocking
Ball carrier is down when touched below the neck with one or two hands. There is to be no excessive force. If, in the opinion of Official, excessive force is used, a personal foul and five yards shall be tacked on with an automatic first down. If flagrant, a player may be ejected for excessive force.
Fumbles are dead balls, and the play is over with the ball going to the team who fumbled. A muffed snap is not a fumble but the 4 second rule is still in effect.  
Interceptions can be returned for 6 points and a try.
Offense has three downs to make a first down.

False start- loss of 5 yards (if on the 40 loss of down)
Delay of Game-Loss of 5 yards . 25 Second clock.
OPI-5 yards and Loss of Down.
The offense may not be penalized beyond the 40 yard line. If the Offensive penalty would otherwise move the offense beyond the 40, a loss of down will be charged.
In the case of a sack (4 second rule), the play is dead and the LOS is the previous spot and loss of down.
Offensive team is responsible for bringing the ball back to the field of play. Failure to do so in an efficient manner will result in a delay of game and five yard penalty
Defense:
Off-sides- 5 yards
Holding-5 yards
DPI-Spot foul and automatic 1st Down. If DPI occurs in the end zone, ball will be placed at the 1 yard line, 1st and goal.
Responsibility to avoid contact is with the defense. Jamming is allowed. Excessive or prolonged contact will result in a tack on penalty at the end of the play.
Tiebreakers
Tiebreakers-In the event the contest is tied at the end of Pool Play, the following tiebreakers are as follows:

If during a game a Coach or player disagrees with an Official's judgment call, they may not dispute the call with the official at that time.
If during the game play a coach or player disagrees with a rule’s interpretation, they may stop the game to determine/discuss the issue with officials and Field Manager.
To dispute a game, the head coach must report all game play ruling discrepancies immediately after the affected game to the Field Manager or Director in order to be considered. Any reversal or game-changing decision will be made at the discretion of the Field Manager or Director. Coaches of both teams involved in disputed game will be made aware of any changes.
Personal Conduct
All coaches and players are expected to conduct themselves in a positive manner and refrain from UNS actions.
Fighting, verbal abuse, and/or threats will result in removal from the event.
