BATTLE AT THE BEACH POINT PLEASANT
FIELD:
SIZE: 25 YARDS WIDE X 60 YARDS LONG INCLUDING 10 YARDS FOR EACH ENDZONE
NO RUN ZONES: There are 5 yard no run zones before each end zone and approaching the mid field first down line. Pass only plays in the no run zone

RULES:
OVERVIEW:
- 5v5 in all Divisions 
Game begins with a coin toss with A team calling the toss (on schedule "A Vs B”). Team that wins the toss chooses to start on Offense or Defer. Other team chooses direction to go for first half.
Games consist of two-12 minute halves and a 1 minute halftime. Running clock at all times except last 1 minute which is a pro clock.
Each team receives 3 time outs which can be used at any time in the game. If a team uses all three time outs in the first half, they do not get anymore in the second half.

EQUIPMENT:
Teams must wear matching jerseys/shirts. Numbers and names are not required.
Flag belts are to be popper style with two flags, and SHRUUMS ARE ALLOWED!!
Flags must be of a contrasting color from jerseys/shorts
For sand tournaments- barefoot or socks. No shoes, cleats, etc.
Mouthguards must be worn.
Soft brimmed hats/bucket hats are allowed. Baseball caps are allowed if turned backwards.
Referees will do an equipment check prior to each game. All players will be required to line up and on direction from the referee, pull both flags simultaneous in one motion.
Ball requirement is NFL Flag or Go Team Sports(the white ball). Junior size up to 10u Coed and 12u Girls. Youth size up to 14u Coed and High School girls. Pro size for 17u Coed.

PLAY:
- The Offense takes possession of the ball on the 5 yard line.
- The Offense has one opportunity for a first down by crossing the Midfield first down marker. If the Offense does not cross midfield after 3 downs, they can elect. to either punt (and the other team will take possession on their own 5 yard line), or go for it on 4th down. If the Offense does not convert on 4th down, the other team will take over at the spot of the ball.

Running and pass plays are allowed at all places on the field except in the two no-run zones which are located 5 yards before the Endzone and 5 yards before the Midfield Marker.
Play is dead when the ball carrier's flag is pulled or they step out of bounds. There is no pushing out of bounds, and doing so will result in a penalty.

TIMING:
Tournament Games are played on a 24 minute running clock with two 12 minute halves. The clock stops only for timeouts, injuries, a one minute halftime, and at the discretion of the game officials.
Each team has three 30 second timeouts per game and can use them in either half of the game.
Halftime is one minute.
From the time the ball is spotted by the referee after each play, the offense has 25 seconds to snap the ball or it is a delay of game penalty. Referees may give a warning as time is elapsing, but are not obligated to do so. Referees will start counting down when there are 5 seconds left to snap the ball.
In the event of an injury, officials will stop the clock until the injured player is removed from the field at which time the clock will restart.
The last minute of the second half is a pro clock. The clock will stop on incomplete passes, injuries, penalties, and change of possession. The clock will also stop if the runner gets out of bounds without their flag being pulled. On change of possession, clock will restart when the referee spots the ball. Teams can not delay the change of possession, or officials can start the clock without the ball spotted.
OVERTIME:
Overtime format is as follows:
- Home team calls the coin toss to determine the team that chooses to be on offense or defense first.
- If a second round of overtime must be played, the team that lost the coin toss will get to choose offense or defense for the start of the second round of overtime. This process continues with teams alternating the choice to be on offense or defense to start every round of overtime.
- The referee will determine which end of the field the entire overtime will be played.
- 1st OVERTIME: Each team will get one (1) play from the defense’s 5-yard line for one point or the defense’s 10-yard line for two points. Each team has the choice to go for 1 or 2 points in the first OVERTIME PERIOD ONLY.
     Example: Team A starts on offense and chooses to go for one point from the 5-yard line and is successful. Team B is then on offense and can choose to either go for one point from the 5-yard line to tie and force a second round of overtime or to go for two points from the 10-yard line for the win.
- If the second team on offense in an overtime round fails to beat or match the team that went first, the game is over.
- Starting with the 2nd overtime, both teams must attempt a 2 point conversion from the 10-yard line.
Starting with the 3rd overtime, each team will get 1 play from the 5 yard line going out from the endzone. The team with the most yards will be the winner. The team with the most yards will be awarded 1 point added to their final score.
All points scored in overtime will be included in the recorded score.
No timeouts in overtime.
All regulation period rules and penalties are in effect.

SCORING:
-   TOUCHDOWN- 6 points
POINT AFTER-From 5 yd line (pass only) -1 Points
POINT AFTER- From 10 yd line (pass or run)- 2 Points
SAFETY- 2 Points
INTERCEPTIONS RETURNED TO ENDZONE- 6 Points
INTERCEPTIONS OF POINT AFTER ATTEMPT RETURNED TO ENDZONE- 2 Points

RUNNING: 
THE QUARTERBACK CAN ONLY RUN WITH THE BALL ONCE EACH SET OF DOWNS, AND ONLY IF THE DEFENSE RUSHES.
The quarterback is the player who receives the snap.
Multiple handoffs, laterals, or passes behind the line of scrimmage are allowed.
All defensive players are eligible to rush as soon as the ball leaves the quarterback’s hands.
Center is not eligible to receive a handoff. Center sneak is not allowed.
No laterals, handoffs, or passes once the ball crosses the line of scrimmage.
Spinning is allowed, but players cannot leave their feet to avoid a defensive player (no diving) ball carrier is allowed to jump up if they are attempting to avoid a collision, or jump cut, however no attempts to jump over a player, need to make an athletic move to avoid the defender. A penalty will be enforced 10yards and loss of down from original LOS.
The ball is spotted where the ball is when the flag is pulled.

PASSING: 
Only one forward pass beyond the line of scrimmage is allowed per offensive play. Once the ball crosses the line of scrimmage, the player in possession of the ball must remain in possession until the end of the play. Even if the receiver runs back behind the line of scrimmage, no additional pass, hand-off, or. lateral is allowed.
The spot of the ball is the location of the ball when the receiver’s flag is pulled, they step out of bounds, or their knee, elbow, or any other body part besides. foot touches the ground.
All. players are eligible. to receive passes, including the Center, and Quarterback.  No player can receive their own pass.
A player must have one foot or body part, contacting the ground first in bounds when making a reception.
if. simultaneous possession of a passed ball occurs, possession is awarded to the offense. No stripping of the ball is allowed.
Only one plater is allowed in motion at a time anon motion is allowed toward the line of scrimmage.
Intercepted balls are returnable for a touchdown worth 6 Points. In overtime play, returned interceptions are worth 2 points.
Shovel passes are allowed.
The quarterback has a 7 second pass clock. If the quarterback remains in possession of the ball after 7 seconds, the play is dead and the down consumed. The ball is spotted back at the line of scrimmage from the start of that play. If the quarterback is standing in the endzone when the pass clock expires, ball is returned to the line of scrimmage. This is NOT a safety. The quarterback can not receive their own pass to extend the pass clock.
Receiver’s may not step out of bounds and then back in to catch the ball. Once a player steps out of bounds, they are ineligible for that play.

RUSHING:
All players rushing must do so from a minimum of 7 yards from the line of scrimmage. One. referee will indicate the 7 yard mark.
Any number of players may rush.
Rushers do not have to indicate that they are intending to rush.
Once the ball leaves the Quarterback’s hands, all defensive players can cross the line of scrimmage.

LIVE BALL/DEAD BALL:
The ball is live at the snap. Snap can be threw the legs, or a toss, flip, or drop of the ball from the center to the Quarterback.
Any player in the neutral zone at the time of the snap is off sides and the  official will call the penalty. If the official does not blow their whistle prior to the snap, the play is live and the penalty will be addressed upon the conclusion of the play.
The ball is live until the official’s whistle when:
     a. The ball hits the ground. If the ball hits the ground in a team’s own end zone (fumble or dropped snap),  it is a safety, 2 points are awarded to the defense, and the possession changes
     b. The runner. or receiver’s flag is pulled.
     c. The runner’s flag falls out.
     d. The receiver catches the ball and is missing a flag.
     e. The runner or receiver steps out of bounds with the ball.
Fumbles are not recoverable by either team. In the case of fumbles, the ball is spotted at the location of the ball carriers feet at the time they lost control of the ball.
In the case of inadvertent official’s whistle, the offense can elect to either take the ball where it was when the whistle blew, and the down is consumed, or replay the down from the original line of scrimmage.
Substitutions may only be made at times of dead ball.

SPORTSMANSHIP:
A referee or field monitor witnesses any tackling, elbowing,  shoving, elbowing, or any other unsportsmanship act, a penalty will be assessed against the team, and the player will receive a warning. If the player commits a second offense, they will be ejected from the game, and at the discretion of the tournament officials, may be ejected from the tournament.
Unsportsmanlike conduct includes taunting from players, coaches, and spectators. Coaches are responsible for their  spectators. Taunting includes verbal comments, gestures, or physical contact.
Pulled flags are to be dropped at the place of flag pull or handed to the ball carrier. If flags are thrown, officials can call an Unsportsmanlike Conduct penalty.
Unsportsmanlike conduct penalties are as follows:
     Defense- 10 yard penalty from spot of foul and automatic first down
     Offense- 10 yard penalty from line of scrimmage and loss of down.

GENERAL RULES:
Ball carriers can not run through defensive players with. established position.
Defensive players can not run through the ball carrier when pulling flags.
No blocking or moving picks are allowed.

PENALTIES:
All penalties will be called by the game officials.
Only the head coach can question a penalty. If a coach wants to challenge a penalty, they must take a time out to challenge the penalty. If the penalty stands, the time out will be consumed. If after discussion, the penalty is overturned, the time out will be returned.
All penalties are assessed from the line of scrimmage except spot fouls.
Referees determine incidental contact from the course of normal play.
Games and halves can not end on a defensive penalty unless that penalty is declined by the offense.
If the penalty is greater than the distance to the end zone, it will be assessed as half the distance to the goal, except spot fouls.
Defensive Penalties:
Unnecessary roughness- 10 yards and first down
Unsportsmanlike conduct- 10 yard penalty and first down.
Offsides- 5 yards and first down
Illegal rush- 5 yards and first down
Roughing the Passer- 10 yards and first down
Illegal flag pull- 5 yards and first down
Holding- 5 yards and first down.
Stripping the ball- 10 yards and first down
Defensive pass interference- Ball placed at spot of foul. and automatic first down. Pass interference in the endzone results in ball spotted on the 1 yard line and automatic first down
Illegal equipment(includes illegal flags, blocked flags, hanging objects, or any other unapproved equipment)-5 yards and automatic first down. Ejection for second offense bat discretion of officials or monitor.
Too many players on field- 5 yards and automatic first down.


OFFENSIVE PENALTIES
Unnecessary roughness- 10 yards and loss of down.
Unsportsmanlike conduct- 10 yards and loss of down
Screening or blocking- 10 yards from spot of foul and loss of down.

Illegal forward pass- 5 yards from LOS and loss of down
Illegal motion- 5 yards from LOS and loss of down.
Offensive pass interference- 5 yards from LOS and loss of down.
Impeding the rusher- 5 yards from LOS and loss of down.
Illegal equipment(includes illegal flags, blocked flags, hanging objects, or any other unapproved equipment)-5 yards and loss of down. Ejection for second offense bat discretion of officials or monitor.
